Defining the Terms of the Resolution
A strong understanding of the topic of the resolution is necessary for you to be successful in policy debate.
First. it is useful to define the terms of the resolution. Since the resolution sets the boundaries for the debate, you should understand exactly what it means and how it may be interpreted. For example, what is meant by "remove from circulation"? What is included in "legal driving age"? The better you understand the realm of the resolution, the more prepared you will be to research and debate its specifics. Second, taking inventory of what you already know about the topic and what you need to know will help you and your partner focus your research.
